Education is the most potent mechanism for the advancement of human beings. It enlarges, enriches and improves the individual's image of the future. A man without education is no more than an animal. While politicians label it 'revolutionary' legislation, experts feel that the draft bill on the fundamental right to education ignores important issues, such as education for children below six and above 14. It also dilutes the meaning of 'rights', leaving the door open for the government to not meet its obligations. The present book examines critical issues relating to the attainment of human development through the public provisioning of equitable inclusive and quality education particularly at the primary level and the hindrances therein. An attempt has been made in this work by examining the key aspects pertaining to literacy level disparity existing in the attainment of literacy among various social groups particularly the deprived sections of the society at the level of primary education in India. The new law makes it obligatory on part of the state government and local bodies to ensure that every child gets education in a school in the neighborhood. Its implementation will directly benefit close to one crore child who do not go to school at present. These children, who have either dropped out of schools or have never been to any educational institution, will be enrolled in schools. The Right To Education is being touted by the UPA government as another major achievement after Right To Information Act and National Rural Employment Guarantee Act.
